Hsinchu artist Hsiao-Chi Tsai, who has lived in the UK for 22 years, returned to Taiwan due to the epidemic. She and her partner Kimiya Yoshikawa (Tsai & Yoshikawa) were invited by the Hsinchu City Government to create artistic lighting work Light, Wind and Dreams, enriching a joyous Lantern Festival at the Moats. This work is like "condensed fireworks" blooming on the surface of the river, which is loved by many visitors.
